About Our School

The mission of McGilvra Elementary School is to engage students in a challenging curriculum that is enhanced with multi-arts experiences and builds a strong academic foundation for future success. McGilvra students shall thrive in a safe environment that promotes academic achievement, develops problem-solving skills, and fosters a sense of respect and appreciation for oneself and for others.

General School Policies

Lunchroom

All students are expected to eat either the school lunch or one brought from home, in the lunchroom. You may make payments to your student's lunch account before school in the lunchroom. Please make checks payable to Nutrition Services. In addition, an on-line system is available to make payments to your student's lunch account. Applications for free and reduced lunch were mailed home in August. Additional forms are available from the lunchroom manager. A new form is needed each year. Please note that free/reduced lunch numbers are used to determine budget allocations. The higher the number, the more money allotted to the school budget. If you think you qualify, even if you don't intend to purchase school lunches, please apply so that our number can be at a maximum. The lunchroom is no longer allowed to extend credit if milk/lunch money is not in hand. Please be sure to keep your lunchroom account current and/or send milk/lunch money with your child whenever milk/lunch is to be purchased. Breakfast is served between 9:10 a.m. and 9:25 a.m. Lunch is served in three shifts, the first beginning at 11:55, the second at 12:15 and the third at 12:35.

If you need to take your child out of school before the regular dismissal time you, must come to the office and sign your child out on the Early Dismissal Sign-Out Sheet in the notebook located on the front counter. After you have signed your child out, the office staff will call the classroom for your child to meet you in the office. A student will not be allowed to walk home alone before the regular dismissal time. Please speak with the principal if you need further clarification on this procedure.

Telephone

It is necessary to limit student use of the telephone. Important/urgent messages will be communicated to a student. Please do not use school classroom/office time to arrange play dates. When traffic or various other circumstances cause parents to be delayed in picking up their child, first call your child's room. If you get voice mail, call the office to report the delay or change, as voice mail may not be checked in time. Use of cell phones on campus by students is not allowed, as phones are readily available in classrooms and the office for any reasonably necessary use. If students have cell phones in their possession, the phone must be turned off during school hours.

Absences

When a child is not feeling well enough to participate fully in the regular school program, he/she is advised to stay home. A child returning after any absence should bring a written note if his/her parent did not call the school and report the child absent. Parents are REQUIRED to notify the school if their child will be absent so that we can be sure your child is safe. PLEASE call the office directly to report an absence by calling 252-3164. Each day after attendance is taken in the classroom, we will call the home of students who are absent but whose parents have not yet notified the school, to make sure all of our students are accounted for and safe. It helps us tremendously if you call the school to let us know of your child's absence prior to the first bell at 9:20 a.m. Please be sure the school office always has your current telephone numbers, including work and emergency phone numbers. If your child is late for school, please call or send a note telling us that you are aware of the tardiness. Please schedule trips, vacations and other extended absences to take place during school breaks and not while classes are in session.

Instrumental Music Classes

An instructional program in instrumental music is available to 4th and 5th grade students. There is no cost for the instruction and some instruments are available to students on loan. The instrumental music teacher will provide more information to 4th and 5th grade parents within the first few weeks of school.

Parties at School

Please check with your child's teacher before planning any school birthday party. Parents are asked to mail private party invitations rather than distribute them at school.

Progress Reports

Student progress reports are issued 3 times per year. They are sent home with the students at the end of each trimester. Parents are asked to sign the report envelope and return it to school so we know that it was received. While valuable, the reports can't substitute for personal contact with teacher and principal. Parents are encouraged to talk regularly with school staff.

Conferences

There is one scheduled parent/teacher conference during the month of November. However, parents should feel free to confer with the school staff any time. Please make an appointment for these additional meetings directly with the teacher.

Preparation-Conference Planning Time (PCP)

Teachers receive a 30-minute period each day for instructional preparation, conference, and lesson planning. Parents are encouraged to contact teachers to discuss student concerns or plans during that time.

Homework Policy

District policy requires that homework be assigned to all elementary students. Homework provides valuable time to practice, maintain, complete, make-up, or enrich classroom activities. It also helps develop independent study habits and appreciation for learning. The following is a suggested range of minutes for homework per student. Of course, individual students may require more or less time to complete assignments. Grade K-2: 5 - 10 minutes/day or 20 - 40 minutes/week Grade 3-4: 10 - 20 minutes/day or 40 - 80 minutes/week Grade 5: 20 - 40 minutes/day or 80 - 160 minutes/week

Homework Guidelines

In order to insure consistency, fairness, and flexibility, the following guidelines will be followed by all McGilvra staff when assigning homework:
  • Homework will emphasize practice in skills previously taught by the teacher, make-up for lessons missed, remedial activities, or learning enrichment.
  • Homework will be appropriate to the age, maturity, and needs of the student.
  • Special consideration will be given to limiting assignments over weekend, holiday and vacation periods.
  • Homework will not be used as a disciplinary measure.

Suggestions for Parents Regarding Homework

  • Provide a regular time for homework in a place with minimal distractions. Emphasize that homework is an important job that deserves respect from the rest of the household. This means that TV or other distractions will not disturb students.
  • Praise your children for doing their job. Remember that learning is not always easy, and they get tired, too. A little encouragement can be a big help.
  • Understand that children can get frustrated. Let them know that this feeling is natural and part of the learning process. Be patient. Use your judgment as to when to stop. We don't want to teach children to quit as soon as the going gets a little rough. At the same time, we don't want to overwhelm them either.
  • Communicate concerns and questions to your child's teacher immediately.

School Policies: Safety Procedures

To and From School

We ask that you make sure that your children have a good understanding of basic safety practices. Please instruct them always to stop and look both ways before crossing any street. Inform them of the inherent dangers of climbing trees, railings, fences, etc., as a form of play to and from school. If they ride a bicycle, teach them the rules of the road. Always encourage them to take time to think first and act only after they determine that their action will be safe. Students are requested to respect the lawns, plants, and other personal property of the homes passed in going to and from school. Please teach your children the importance of crossing streets where there is a crosswalk. Students should use extreme care in crossing Madison Street, as there is no crossing guard stationed there before or after school.

School Bus Riders should also take care to follow safety practices to and from the bus stop.  All bus rules will be reviewed at the beginning of the school year and rules are posted in each bus.  Failure to follow bus safety rules may result in exclusion form the bus.

Arrival/Dismissal Time

School hours are 9:25 a.m. to 3:40 p.m. Children should not arrive at school before 9:10 am, as there is no adult on duty until then. For safety reasons, children are not allowed on the playground without adult supervision. Once students arrive at school they are to remain on the school grounds. They may use the library, eat breakfast in the lunchroom, or go to their classroom if they have prior consent from their teacher. Children should go directly home after school unless their parents are present to supervise their play.

Car and Carpool Drop Off

Drivers are asked to drop off and pick up students on Blaine Street or Garfield Street. Be sure that children do not have to cross the street. There is a convenient circular turn around at the end of Blaine Street, north of the school. On the south side of Blaine drivers cannot park their cars during drop off/pick up times, even for a very short time. Parked cars cause back-ups and create unsafe situations.

Please keep the traffic moving and if your child is not out at the pick-up area, please circle back through the neighborhood and come back through the pick-up area.

Accidents - Illness - School Nurse

The school nurse is here on Mondays only. If your child becomes ill or is injured while at school, we make every effort to notify you immediately. Therefore, it is essential that we have your current home telephone number, the number of a friend, relative, or neighbor and the phone number where you can be reached at work. We ask parents to see that their child is picked up as soon as possible after notification of illness or injury. The school does not have adequate facilities or staff to give each child a prolonged stay in the nurse's office. It is district policy that sick or injured children are not to be sent home unless someone is contacted and can care for them.

Medicine at School

Children may not have medicine of any kind in their possession at school. This includes all over the counter medication such as cough drops and acetaminophen. In special circumstances, arrangements can be made with the nurse or principal to send a limited amount of medication to the office with written instructions from the doctor and the parent. Forms are available in the school office and under "important documents" on this website. The medication must be left in the office. The student must be able to take the medication herself/himself and must take it in the presence of the school nurse or the school secretary. School personnel are not allowed to administer aspirin or other medication.

State Immunization Requirements

There are minimum immunization requirements for school attendance for DP/DT/TD, Polio, Hepatitis, Measles, Rubella and Mumps. The state of Washington Immunization Law requires that your child be properly immunized in order to attend school. Proper documentation of immunizations is essential. Children will be excluded from school if their immunizations are not up to date. If you have any questions regarding immunizations, please call the school nurse.

Bicycles, Skateboards, Scooters

Bicycles must be walked or carried on the school grounds when coming to and leaving school as well as across patrolled crossings. All bicycles must have a lock and will be parked in the bicycle cage on the playground. Because this structure is not always secure, it is required that all bikes are locked. Please see that your child knows and uses bicycle safety rules. A helmet is required for any child riding a bike to school. Skateboards are not allowed at school. Scooters, like bikes, may not be ridden on campus and are to be locked in the bike cage.

Animals

No pets are allowed on campus. Even the friendliest dog can be a hazard on a playground full of children. In such an exciting atmosphere, the gentlest dog may nip, scratch, or tear clothes. Please see supervisors to impound any dog found on school property. Any off-leash pet will be impounded.

Lost and Found

Please mark all personal items, including sweaters, coats, jackets, hats, lunchboxes, purses, backpacks, etc. with your child's name. All found articles of clothing are hung at the bottom of the north staircase. Money and small items are turned in to the office. Each year many articles of clothing with no identifying name go unclaimed and are donated to charitable organizations.

Money

Students should not bring money to school except to buy lunch or ice cream on certain days, although we strongly urge you to purchase a multiple-meal lunch ticket to reduce the number of times a student needs to bring money to school. Money for field trip or fundraising activity should be brought to school in a sealed envelope with the student's name on it, and it should be given to the teacher as soon as possible. Please make checks for school lunches payable to Seattle School District #1. Please make checks for fieldtrips payable to McGilvra School ASB. For fundraising donations, please make checks payable to McGilvra PTA.

Behavioral Expectations

McGilvra Code of Conduct

In order to foster a safe and respectful environment at McGilvra Elementary, we have developed the following Code of Conduct, which explains the positive behaviors we expect of our students. It also identifies five major unacceptable behaviors and the consequences that would follow should they occur. At such times, each case will be treated individually and, if needed, the principal will be involved. For additional information, please refer to the pamphlet, THE BASIC RULES OF SEATTLE PUBLIC SCHOOLS, which was sent home with your child.

Teachers have shared with all students our five school expectations:

  • I will listen and cooperate with the adult who is speaking to me.
  • I will follow directions the first time.
  • I will be responsible and show respect for myself, others, and property with my language and behavior.
  • I will wait quietly in line and walk in the building.
  • I will give all things my best effort.

There are five main areas of unacceptable behavior: 

1. INSUBORDINATION (Failing to Cooperate)
  • Deliberate defiance (e.g. walking away when spoken to)
  • Ignoring repeated direction or correction
  • Open defiance (e.g. repeated talking back) 
2. BULLYING, INTIMIDATION, AND HARASSMENT
  • Threatening an adult or student
  • Profanity
  • Taunting/bullying
  • Encouraging or inciting others to fight
  • Harassing others by making ethnic or sexual comments
3. FIGHTING
  • Hitting or attempting to hit with a hand or foot between two parties
  • Play fighting
4. VANDALISM/THEFT
  •   Malicious Mischief
5.WEAPONS
  • Using any object as a weapon
  • Being in possession of a weapon or toy weapon
  • Using objects that may symbolize or be perceived as weapons including guns, knives, toy guns, laser pointers, etc.
 
Disciplinary Consequences:
If any of the five unacceptable behaviors occur, the following procedure will be followed:
 
STEP 1        WARNING AND SCHOOL-BASED CONSEQUENCE
  • Student fills out a contract concerning the behavior which student and  parent(s) sign off
  • NO official suspension write-up
 
STEP 2        SCHOOL-BASED AND FAMILY CONFERENCE
  • Parent conference by phone or in person
  • Official report is entered in student information system
 
STEP 3        FAMILY CONFERENCE AND CONSIDER MODIFICATIONS TO  STUDENT'S ENVIRONMENT
  • Parent conference by phone or in person
  • Official report is entered in student information system
 
STEP 4        FAMILY CONFERENCE AND CREATE BEHAVIOR PLAN
  
 
STEP 5        OFFICIAL SUSPENSION

STEP 6        EMERGENCY EXPULSION (While under investigation which may  result in a LONG-TERM SUSPENSION)
               
AN OFFENSE IN WHICH A CHILD SERIOUSLY THREATENS OR ENDANGERS THE LIFE OR SAFETY OF ANOTHER STUDENT OR STAFF MAY RESULT IN GOING DIRECTLY TO STEP 4, PARTICULARLY IN AREAS 2, 3, AND 5.
 
Under any of the above-mentioned steps, students will be expected to take responsibility for their misbehavior by making amends to the concerned student(s) and restoring to the school some community service time which will benefit the school. In meeting with parents, there may also be interventions for which the family will be responsible. These may include seeking family counseling or consulting a family physician for behaviors possibly related to a physical condition.

Behaviors which are problematic but are not considered severe will be handled by the classroom teachers or staff according to their classroom management program. Examples of this behavior include, but are not limited to: distracting behavior, spitting, running, pushing, not lining up, loitering, put downs, and not following classroom, bathroom, playground, lunchroom, and hall expectations.


School Rules

  1. Treat others with respect and fairness.
  2. Choose proper indoor and outdoor behavior
  3. Show pride in our school by keeping it clean and unmarked.
  4. Leave things at home that are not needed for school (such as candy, gum, junk food, toys, radios, dangerous items and substances).
  5. Always walk on the right in hallways and on stairs.

Classroom Rules

While individual classroom rules may vary slightly, all include the following elements: 
  1. Show respect for your teachers and classmates.
  2. Treat property with respect.
  3. Come to class on time and in an orderly manner.
  4. Do classroom assignments and homework neatly, on time, and to the best of your ability.

Playground Rules

1. Students are expected to keep themselves and others safe while playing at recess. 

  • No hitting, fighting shoving pocking, tripping, or playing that becomes too rough and may cause harm to other people or property.
2. Students are expected to show respect to all adults and to each other:
  • When responding to an adult’s request, be cooperative, polite and truthful.
  • No spitting, searing, or name calling.
  • Snacks, food, drinks, are not allowed on the field/playground.
  • When the bell rings, line up quickly and quietly.
3. Students are expected to remain within the playground/field boundaries so they may be supervised.
  • Students must ask permission to retrieve balls/ropes.
  • Students must ask permission to enter the building during recess time.
  • Toys are not to be brought to school.
4. There are no “Lock-outs”! Any students wanting to play, can play fairly and allow for others to rotate into the game.
5. Try to solve a problem before going to an adult. Students are encouraged to solve minor problems themselves, using discussion, voting and/or “rock, paper, scissors.”
6. Treat equipment with respect. Return equipment to the designated area when you are finished. Share the equipment with others.
7. Tell the playground supervisor if you are hurt and need to go to the office.
8. Stay off of the top bars of the play structures and off fences.
9. Chase/tag may only be played in the areas behind the goals on the field.

Lunchroom Rules

  1. Use proper table manners and a normal tone of voice.
  2. Clean up your own area.
  3. Raise your hand and wait to be dismissed.

Bus Rules

The same rules for respectful behavior in school are expected on the bus.
  • Obey the bus driver at all times.
  • Remain seated on the bus until it is time to get off.
If a student will be riding home on the bus with a friend, the guest rider MUST bring a signed note from home. The note must be brought to the office for issuance of a “green card” BEFORE the end of the school day.

Corrective Action

Teachers have the primary responsibility for maintaining classroom management. Each teacher will develop his/her own procedures following the McGilvra Code of Conduct for handling disciplinary actions within the classroom. When a particular student has behavior problems the teacher will develop a plan for positively changing his/her behavior. It can include teaching and modeling social skills, emphasizing school rules and affirming progress that a student makes. The teacher will communicate the concern to the student’s parents/guardians to get their input and support.
If a student needs to be removed from the classroom and sent to the office:
  • An appropriate consequence will be assigned.
  • Teacher, if not the source of the report, will be notified. Parents will be contacted.

Dress Code

There are a number of issues that we take into consideration when these regulations are made. Safety comes first, of course. Then we consider the dress standards appropriate for children attending school. This includes an attempt to align to some degree the elementary and secondary school dress standards, so that when students move on, most of the rules will already be understood.
  • Hats and jackets are to be worn outdoors only.
  • Pants are to be worn at the waist.
  • Undergarments are not to be exposed.
  • Shirts must not expose sides or midriffs.
  • See through, strapless, spaghetti strap or other thin-strapped tops are not to be worn.
  • Skirts and shorts that are too tight or too short are not permitted. They are too short when hems do not meet or extend below the ends of the fingertips when arms are held straight down at one’s sides.
  • Shoes need to be comfortable and safe for walking and running. No open-backed shoes/slippers. Please avoid sending your child to school wearing flip flops, thongs, beach shoes, other shoes without backs or back straps, or shoes with platform soles and /or higher heels.
Students will be asked to change to more appropriate/safer clothing if they come to school wearing items that are either inappropriate or unsafe.

Offenses Away From School

Each student has the right to go to and from school in safety, without fear, and without confronting prohibited conduct. Incidents that happen away from school can endanger the educational environment. For these reasons, school rules and consequences are in force from the time a student leaves home in the morning until she/he returns in the afternoon. Students are subject to school discipline for any actions that endanger themselves or others or that disrupt the educational process. The teacher will contact parents/guardians to discuss the issue and to identify ways of encouraging and rewarding positive behavior. At this time, the teacher may consider referring the student to the School Intervention Team for additional assistance from other staff members. The District Disciplinary Code supersedes the school disciplinary policy, please refer to The Basic Rules of Seattle Public Schools. Serious misconduct leads to serious disciplinary action. This action may include suspension, emergency exclusion or even expulsion from school. Misconduct of this degree includes district and criminal offenses such as the following:
  • Assault, fighting, instigating (a fight, an assault, etc.), intimidation, harassment and other forms of bullying behavior
  • Willful defiance
  • Repeated acts of disruption, disobedience, disrespect, unacceptable language.
  • Theft
  • Vandalism, malicious mischief
  • Smoking, or possession of drugs, alcohol, or any other or illegal substances.
  • Bringing or possessing a weapon.

Weapons Policy

McGilvra School has long enjoyed an atmosphere that is free of threats to the safety and welfare of our students. However, as part of our commitment to maintaining a safe, secure, and orderly learning environment, we follow the District's guidelines and procedures regarding the possession of weapons and serious assaultive behavior. These clear and consistent guidelines apply to all students at every grade level while on the school grounds, while participating in school activities, and when traveling to and from school. The behaviors that invoke the District Weapons Policy include:
  • Firearms - For possession of a firearm (gun) loaded or unloaded, operative or inoperative, the automatic penalty is expulsion.Knives - For possession of any size knife the penalty is expulsion.
  • Other Dangerous Weapons - For possession of other weapons, including but not limited to the following, the normal penalty is expulsion:
    • Slingshot 
    • Hand club
    • Explosives (fire crackers)
    • Mace
    • Pocket Knife
    • Cap Gun
Also be aware that at McGilvra we do not allow either water guns or "toy" guns.

Serious Aggressive Behavior

Serious aggressive behavior includes, but is not limited to: incidents where more than one student seriously assaults another student or staff member, unprovoked, aggressive behavior directed toward a passive student with intent to do serious harm or terrorize; forcible choking; repeated assault on the same student or staff member; intent to do serious harm; incidents where one or more students terrorize a student or staff member; threatening another student or staff member. The penalty for serious aggressive behavior is expulsion. Students are strongly urged to report to school staff any information regarding weapons on school rounds or serious aggressive behavior.

Parent Responsibilities

Parenting is the most important job in the world. Our role as a school is to support you in the rearing of your child by providing a structured, purposeful learning and growth experience. We in turn depend on you, the parents, to be our partners in your child's education. Here are a few suggestions on how you as a parent can assure the best possible school experience for your child.
  • Be sure your child is at school on time every day.
  • Be sure your child is rested. Nine or ten hours of sleep is recommended.
  • Expect your child to deal with anger without verbal abuse or fighting.
  • Encourage reading
  • Check the homework assignment sheet your child brings home. Set aside a quiet time for doing homework and see that your child leaves home with it in the morning.
  • Be sure your child is prepared to work at school. He or she should have an organized notebook, pencil and paper, and a bag for carrying books.
  • Control TV watching. A maximum of two hours daily recommended.
  • Get to know your child's teacher and bring concerns in a timely manner. Compliments are appreciated, too.
  • Come to school! Volunteer!
